Hi, Thank for opening the server Papaya Play

Here is my question, I tried to unlock SE Asia. I did the Beer Delivery Quest Imperial Quest in Calicut, I have South America East Coast port permit.

People told me in game that no one can access it as of now.

Is this true? or not? and if so true, Why not?

Could some one give a full explanation of what is going on?

    Maybe papaya locked that part for now.
    Too much money cam be done in there...
    Maybe is too early.
    Maybe everyone who need money have to buy them with UWC from the shop.
    Maybe,maybe...let s see what answer we get.

    This is how it was in the very beginning when UWO first started up. Areas that needed an Imp quest to access didn't auto unlock with just one Imp quest (this also applies for Suez and Panama canal). Players had to keep doing Imp quests multiple times until it reached a certain point in the bar so it can be open for players of that nation. Papaya did us a favor that time and filled the bar up for E coast for everyone. It remains to be seen if they will do that for us for SEA.

    Personally, I'm in no hurry to unlock SEA. There's still a lot of things I need to grind and explore, and considering how big SEA is, It would be a bit overwhelming.

    kind of lookin forward to the imp quest grind but then again its probably goin to be nothing like the opening of EA wow that was a busy day in SEA

    Yep, what Blake said. This is a game mechanic, and you can see the progress that your nation has made towards unlocking the next port permit by viewing/taking the imperial quest (IQ) from your nation's palace. On the quest info box it shows a progression bar on the bottom right. 

    Everyone is still working towards lv60 or using the opening event xp/skill bonus, so there are few people at the moment that work on IQ's. The speed will probably pick up later.

    You can tell the "newer" players that started only a few years ago, from the older players that started when the game was launched, by this very question. This isn't a "dig" at you, but just an observation overall that I've witnessed over and over lately.

    So, what Blake said. The nation has to develop the access to that area, as a nation... of players... working together. It's what made this game unique. The fact that Papaya arbitrarily opened up E Latin America for everyone, doesn't exactly give me a warm fuzzy feeling inside either.

    Everyone is so panicked about getting to nanban to make billions as fast as they can. Relax and try to enjoy the game some. :)

    I did this quest twice but no port permit.......I have written to them and told them I will not play again until it's fixed and won't be spending any more money.....

    So right now we're limited to the permits that can be obtained just with fame/event history?

    Server reset happend, check at your palace under IQ (right dowm corner - bar) how much of nation points your nation have, Once is full you get port permits. Its a nation effor, IQ need to be done many many times to get full bar. try to get your nation players to do it together.

    I came on when the nations were doing the EA opening permit, that's when I started playing.  It was fun then, as it was this time when the two Spanish companies that I belong to (Garuda and ITC), gathered together to finish the SEA permit.

    It is not done with 1 IQ, unless it was already opened by your country. Spain opened SEA and it took tons of fleets and IQ's to get it done. 8500 points to be exact. 8 points per player for a maritime IQ killing 10 ships. We had a great time doing it.

    opening SEA was a shot in the foot for spain, all multi boxers made spanish alts to profit from it and it pushed last night it was at 9400 / 9500, this means that all permits here on will be harder and unless they continued last night spain has it locked again.
