    You need to use recognition to find toilet relics.  You were probably trying to use search.  Also make sure you use Observe skill to find the spot where you are properly positioned in relation to the toilet to make the discovery.  If you don't have Observe skill you can use Perception of Janitor consumable which can be picked up at the Venice Sanitation Guild.  Also, if you accidently flushed the relic you can use Plumber's snake item to try to retrieve it but the RNG is terrible and anyway you will loose a ton of fame for digging in toilets.
