Opening S America:"Surveying the new world" not repeatable?

(Background: "Surveying the New World" is one of the Imperial Quests used to open the E coast of South America, and I'm doing it out of Spain)

I completed this quest maybe two days ago and got the "we must all work harder" message b/c 8500 IQs were needed.

Now that [CA]Gazi was able to get that 8500 IQs shortcutted, we can all open the E coast of South America just by doing this quest (yay!).  However, I can't get this quest to show up again despite port hopping, investing, asking others to share (IQs can't be shared, it turns out).

Is this a bug?  Or is it intended that this quest not be repeatable?

*Anyone selling horses or seafood grill... those are the other options that are kinda attainable :).

    Someone from CatchXXII company said that you can't do the exact same IQ twice in a row, so it lo_oks like you have to do an complete a different IQ first before trying again.
