A problem,Papaya Team

I have a big problem with imperial contracts.I had complete the quest "Surveying India and to the East" in Calicut,but didn't get permit for Southeast Asia.I did and quest "Instructions for supply delivery"in Calicut again but again didn't get permit for Southeast Asia.The weird is that the quests didn't shows up again.I know that there are not enough imperial points,but how i will continue play when the quests which unlock permit for Southeast Asia didn't shows up again?
I tryed that on my alt.Completed quest "Surveying the new world" in my main city but didn't get permit for East Latin America and the quest didn't shows up again.How to continue playing?
