Permanent Pet

Hello guys I am back with the stupid question but there is something that I have been wondering.
I will admit I play deka since long and this is my 2nd time returning to game. The first time when I returned I decided to work on my alo and got the "returning user tokens" from which as final reward you get a pet. The pet that I got was permanent and ok, always able to use it whenever I can.
However I decide to retur for a 2nd time ~ a month ago and also decided to reroll on my Hb and yet again I got these "returning user tokens with a final reward as pet. This time however I got a timer. I made a research and found out that I had to purchase special item from dshop every month to reawaken and use my pet.
Tbh I don't really want to spend money and I was just wondering is there a way to obtain a permanent pet like I have on my alo? Or the system somehow changed? Some shed light would be appreciated.
