Destroy meaning?

When I got the new wing(Dark Arcadia Wing), this gives an additional stat for Destroy "1700". Upon checking the information for Destroy by pressing C and hovering your mouse to it, it says that Critical Hit Resistance Decrease %. 

Does this mean your Critical Hit Resistance is going down and you will get more critical from PVP? Or is it the other way around, where your opponent's Critical Hit Resistance will go down?

This really confuses me if Destroy is really something good or bad. Come to think of it, the game will not give you a very good item without any consequence to it.

Please explain it more. Thanks in advance.

    Destroy is debuff, which means that it is applied on opponent, not you!
