A question about defection.

I was wondering, if lets say I am part of nation A there have not access to all ports in world, then I defect to nation B there have access to all ports in world, I do the quest to unlock the ports, then I defect back to nation A would I keep all my permits or would I go back to nation As permits and lose those I unlocked from nation B or will I still be able to keep going to what I unlocked?
