So far the only benefit of starting over is being reminded of the nightmares in this game. When a new player quits before finishing school, it just means UWO is probably not a game they enjoy. When a player graduates, has made some progress on levels (say 30 and above) and skills, they've shown they like the premise of the game, yet they still give up on it.
One reason I can think of is the long voyages required to continue progress. When a player does something like the Rapa Nui chain quest, they accept the need for several long voyages across the Pacific. There's really no way the game can make it possible to discover without sailing there - I suppose the quest could be in Lima, but Jakarta is fine as long as there's a discovery to be made.
What's nightmarish is the extra sailing for Imperial Quests. You sail over to take a quest to open an area. You return to the NPC that gives you the quest, only to find out you have to sail home before turning your attention to the next area to open. When you're ready for the canals, you learn you have to make a long voyage to discover the city on the far side of the canal before they'll allow you to do the Imperial Quest to open it.
Even with unlimited time to play it's one of those moments where you have to question whether it's worth continuing. For those who try to play as often as they can, but have to work it into real life commitments, it may explain why the game loses people who have shown a strong interest in the game.
Yes, I am at that point now, for the second time. I will continue doing my EU grinds for awhile until I can decide if it's worth sailing off to Rio, which will be to commit hours of future play to Imperials Quests. So that's the problem. A solution might be:
NPCs that give the IQs are supposed to be representing their country - let them finalize the successful completion of the quest.
For the canals, if requiring only 1 city to be discovered is too easy, allow the IQ that travels to the far side of the canal available without having already discovered the city - you still stick the player with a long voyage, but without the demotivating factor of having to make the trip twice.
NM, OGP and even Koei seemed to expect everyone to devote entire days to this game, and I'm sure we all wish it was possible. My hope is PP will convince Koei to give more thought to those who can't devote as much time as they might wish they could. After all, they finally made the school fleet quest optional to help those who are less social in their play style, why not help those who don't have an abundance of time.
