Merchant quest from Marseilles won't show

I have been unable to get the 5* quest "Deliver Rose" from the Marseilles Merchant guild to show, via 25-ish QMP and port hopping at least 6 times . I have done this quest previously on GAMA, and am wondering if a new hidden requirement has been added  or if possibly this quest has been removed entirely.Any information would be greatly appreciated. Than-you.

    Sometimes it might tale more then 25 QMP's

    It's a low level/requirement quest that used to show with 3-5 QMP every time. If they made that an ultra rare quest or altered the requirements for it or removed it all together, then I'm wondering if that's the case and I'm also curious as to why.
