[HELP] Oxford Question

I am an r8 shipbuilder and have the shipwright job as well. I have been doing oxford and I was told that there is a skill which you can get from college that cuts the building times for ships down. (I was told it could cut the amount of time it takes to build schooners from 6 minutes to 3 minutes)

I have looked for this in the college courses but I am not seeing it. What courses should I take to get this class and the subsequent skill? Is there a specific building that I have to unload in Oxford before this shows up?

    First you need to have a R7 base rank (boosters wont work) of either ShipBuilding, Repair, or Firefighting. Then you need to have the second Oxford building unlocked by completing and submitting any 12 thesis reports, and progressing in the oxford storyline. It should appear then.
