Quirky Language Requirement

I've just done "Fortress of Treasure" quest to open-up the Byblos region of North Beirut. The quest is from the Athens Adventure Guild. One of the requirements is for Latin - which is not a language skill I use. But the Interpreter in Athens sells notes for both East European Languages (includes Greek) and Romance Languages (includes Latin).
So I assumed the Latin must be for use in the Archives, even though it's normally Greek, and I bought the Latin translation notes.
But the notes didn't work. Do you really need to have the Latin language skill? To be sure I raced over to Syracuse to learn Latin. Back to the Archives - and I still couldn't read the book. Bugger.
So I go back to the interpreter and buy the East European notes. I'm running out of options! But Greek worked and I could read the book. So why does the Quest require Latin?
The Quest takes you to Byblos where you use Recognition to identify some Roman Tablets - written in Latin presumably. Do you need Latin AND Recognition to read the tablets? I've not come across that before.
I have done this quest before - a long time ago, but I think I would have remembered if I'd had to use the translation notes for Latin and then do the Recognition.
What is the Latin for? Can anyone throw any light on this?
A lot of us will have done the quest in order to search for Shipwright's Saws.
