Cash Shop broken ?

Umm I purchased DKC and am trying to spend it in the cash shop but every time I go to buy anything as simple as Rune packages or even Seed of dreams box, it gives me some stupid error saying (This item can only be purchased with prepaid C) then cuts of the rest so I cant even read the whole error message.

what is this ignoramus crap?
I pay good money for a service I cant even use? I have never had an issue in the past with this, so why now?   
If I'm unable to buy anything from this cash shop with DKC I paid for (which is the way its meat to friggin go down) then what is the point?
guess ill just have go to pay pal and request a refund of my money and not even bother purchasing from this pathetic utility as it obviously is broken... not impressed.

    This is pretty much to prevent fraud from happening.
    You may wonder what that means, well people buy DKC, purchase tradeable items such as A19 Update Package, Pet Packages, Four Rune Package etc, they trade these items to a different account, make a chargeback to get the money back.

    This is why certain items have a level requirement and cannot be purchased with refundable DKC.
    Keep in mind that your account will be automatically blocked if you ask PayPal for a refund.
