I have been watching the game chats. People use merchant chat like they do the all world chat... it is disgusting at times.... Now no GM or admin polices the chat so I have a suggestion...

You are having difficulties fixing the World Chat. People abuse the world chat all the time. I have played a few games where the game company made people buy chat tickets from the item mall in order to send world chat messages. There would be 2 types in the item mall.

World Chat Ticket - Allows the person using it to post a message in any World Chat one time only. The tickets would cost 1 UWC for 1 ticket. You could only use 1 ticket every 3 minutes to avoid flooding and spam. 

World Chat Chest - Allows the person using this to post messages in World Chat for 30 days. These tickets would cost 1,000 UWC and you could only post a WC message 1 time every 3 minutes to avoid flooding and spam.

If people had to buy these tickets with their real money, the world chat would be better. Both of these items would be unable to be traded among players. This would make it where people would have to purchase the items to use world chat and you would not have people profiting in the game by selling these to non uwc buying people.

    So another words if people don't buy these tickets cause they are F2P they should have no right to talk in world chat with other players? That is kind of crazy

    Believe it or not, in the very early days of UWO, you did actually have to pay to speak in World Chat (and the other chats too I think). There were Whole Chat Permits in the cash shop that unlocked WC for you to speak in for a duration as little as 10 minutes, up to a week depending how much you spent. Not surprisingly, many players hated it and I think there were so many complainants that they just made WC free forever. I cant see that idea flying unless Papaya wants a bunch of angry players shoving complainant tickets up their inbox.
