Colony population stuck at 5000/5000 can anyone advice why?

My company had built house worth 5800 population but the colony still stuck at 5000/5000 instead of 5800/5800 and all the Dedicated Facilities / Building did not appear on the list of building we can construct. Is there something wrong with server or we made a mistake? Our goal is to have 7k population and build Shipyard R3

We have House 45, Shipyard R1 & R2, Bank, Tavern. It show 5000/5000 (Quiet).

    Have you tried to do immigration quest. Have your company try that it helps and there is immigration quest that has where you attract people there with the quest being done and it should  add people to your colony

    In order to go past 5k pop limit, your colony has to have a square of any type.

    If you remove the square after the population has gone past 5k, it will fall back to 5k.

    It is OK to fall below 7k if you need to remove some houses for other buildings once the r3 shipyard is under construction.
