Company Colony Population Stuck at 5000

Bug Report
My company had built house worth 5800 population but the colony still stuck at 5000/5000 instead of 5800/5800 and all the Dedicated Facilities / Building did not appear on the list of building we can construct. Is there something wrong with server or we made a mistake?

We have House 45, Shipyard R1 & R2, Bank, Tavern. It show 5000/5000 (Quiet)
