Unable to stack coppers / should i make a new AK?

Hi Guys,
Posting this again.
I have 2 questions
I have an old account and on it i am unable to stack copper argates , i can only have 1 per slot.
I created a new account and on that i am able to stack , why is that?

Next,
i was told that creating is a new account and character is more
beneficial than keeping an old account and my continuing to level my
150+ AK , if anyone knows why could you please let me know
