Need Help Current Event

For the current hero's welcome party event, i only got the "play 9 hours" gift. Where are the other stuff??  I didn't get new character package either.

    You need to make your character Via Steam to get that package.

    If you have. Tell me your IGN and I'll inform a GM.

    I re-read that whole event and no where did I see it say ONLY through Steam.

    I didn't make a new account and take part, but if I did..I'd be pretty upset to find out later only through Steam.
