Something wrong/weird with UWC items

1. Why UWC ships come with number of improvement 1/x?
It also comes with unnecessary (random?) skill. I dont see why Papaya doent give us full improvement opportuniry. I think its a kind of harrassment to loyal customers who bought tickets as many as to get ships.
I could accept to buy SSIR to reset it if it were top tier UWC ship. But I couldnt for 3rd tier ships like Mod SS Xebec and Mod Halve Maen.
2. Why Battle skill adv. Instruction is untradable?
Its quite unreasonable that battle one is not tradable while adventure/trade is tradable. I first thought Papaya made it in consideration of PVP fairness. But it has rank15 cap, so it wont become unfair advantage.
3. Large Ship Blueprint doesnt increase success rate at all?
I used it to my G2 ship to make it easy to rebuild but it didnt increase the rate at all. I tried with material ships G0/G1/G2 (same type of ship to rebuild), it remained unchanged: 0%/0%/24%.
It certanly increase rebuild exp only by a bit, probably the same amount that we get by 1 or 2 times failure.
I suppose it may increase the rate significantly when I use 30 to 50 sheets but anyway the effect is never worth the price, 2.7 USD ea.

It's always been like that since NetMarble days with any premium ship. I dont know the exact reason for it. One small advantage to this is, since it comes with 1 random ship skill, you can start grinding Management, Navigation, and Arms right away, at least once you've grown out of your school ship. There's also the potential of getting a really useful ship skill you normally cant get on it, though it's a long shot for it to happen.

I dont see any reason for this considering the ones for trade and adventure are tradable, and that it used to be tradable back on OGplanet

That I can answer: The higher the grade on a ship, the more Blueprints it needs to fill up the bar/increase success rate (otherwise it would make getting a ship to G6 way too easy). A G2 ship is going to need a lot more Blueprints then a G0 ship.
1/6 of ships so you need to dismantle them with a premium item.
Level boost untradable so you do not abuse alt rewards.
Blueprint has a diminishing effect as grade goes up so that you still find the need to purchase ship grade boost +10%, 30%, 50%, and Ultimate Ship Blueprint USB
