Quest Squama

Hello,

I want to get my Dragonic Squama, but it need to do the "First Assigment" quest.
Is says I need to get it at Justin in Valley Rift. But when I speak to him he doesn't have the quest.
Can somebody help me please? I dont know what to do now Im stuck.

    Had the same problem before, so i took all quests possible in Valley rift and just went to 160 solo dg.
    And there maneuver starts giving quest...

    well , the quest old name was "First Assignment" then it changed to "following maneuver" from Justin NPC if you take the quest go to 160 solo dungeon then deliver it to maneuver where you start dungeon from him them follow the quest to the end to get the shattered mysterious pendant  , in case you done quest before and lost the item from quest submit a ticket to support about the problem
