Ship Building Question...Change or Bug?

 HI, I recently built a Flemish Galleon for a company mate (for cost) and it wouldn't let me refit. Again today I had another sb need a SSIP done on a Emigrant Barque (which I can build) in London and again it wouldn't let me complete. 
 Now as both these ships require a higher merchant lvl than I have is this the reason, if so is this something that has been changed  from ogp (where it wasn't an issue) or a bug? Also I would like to know if others are having the same problem.

    You can build a ship that you can't use, but, to refit a ship you must be able to use it.
