Ship skill inherit and osp

Are all ship skills inheritable?

For example can I add PEA / DHP to any ship?

Also is PEA available as osp?
I have done some looking but didn’t find a definate answer.

    Look on uwotool.com ad search for the ship name and it will tell you want skills it can have

    @aceman39 it wasn’t on there. But I also want to know in general about the skills.

    In case you don't know about the whole skill inheritance system, here are some special rules:
    1) You can inherit almost any skill except for Direct Hit Prevention, Rowing Assistance and Evade-Melee. 
    2) A ship can have max one skill inheritance as grade bonus and this does NOT count towards you optional skill.
    3) Skill can't be inherited from Original Skill OR refit skill.
    4) You CAN inherit a skill from a material ship that has the skill inheritance. Example: when I injected EA on Large Carrack, you can take that EA out of the Large Carrack and inject it to your actual main ship.
    5) Skill inheritance can be only removed through grade reset permit.

    Going back to your question, yes PEA can be inherited.
    Also PEA is avialable as OSP for ALL ships fitted with oars and DHP is only avialable as OSP for light/standard size ships.
