Recipe books not dropping

Bug Report
I invested $510,000 in Cairo and $320,00 in Jaffa.  The Historical Crafts Guide was supposed to drop in Cairo at $400,000 investment and the Expert Craftsman's Training Book was supposed to drop in Jaffa at $300,000.  Neither happened.  Checked all the shops and it isn't available there either.  England is allied with Venice, so that isn't a factor.  What is up?

    The reward for Investment will be sent to "Receive Item" at the Bank. Please check there first.

    when did this change? it was always in the past either given to you by official or it appeared in item shop or craft shop

    I just got the  Expert Craftsman's Training Book  at Jaffa for a 300K investment no problem and one of my comp members lent me the The Historical Crafts Guide he got from investment at Cairo
