Hard to say cos a lot of the “fix stuff” was to do with pirating, but I don’t think many have gone pirate yet.
But the economy hasn’t changed, infact things are now super rare so also ridiculously expensive. I’m expecting national wooden panels to cost a fortune once they become available
I was for a wipe, I was for a wipe when the server was being handed from NM to OGP. I had barely played in 2 years before this wipe, I'm back and hitting it hard. I know a couple others who I played with back at the original launch who I hadn't seen in probably 4-5 years who also came back specifically because of the wipe, who also play.
But, it's hard telling if it's a total gain in pop, a total loss, or really a null sum.
The problem I see is with shipbuilding and port development; more specifically the national colony ports. Making hulls/sails/mod gun ports for large ships can't be made there yet, at least for most nations. This really puts a burden on SBers to keep the costs down. I know the sails can be made in EA, but not everyone has a super-fast RWJ to sail that distance in a reasonable time. For many players Nanban would be a better option rather than making the sails.
There are ships that can't be built either due to dev issues. I see San Gabriel being asked about the most, though there are a few others.
Other than development, the prices in cash shop are set at the same ridiculous levels as before. I'd say that's the driving factor of the in-game economy: players want more ducats per rl $$ spent + less players buying due to prices being stupid high = economy ruled by the top spenders.
I was not for the wipe, but I was ok with it after it became fact, and even a little excited about the possibilities. I'm less enthusiastic about the wipe now, but I'm still playing several hours every day, so I guess it's not that bad.

To be fair I don't think the wipe has fixed the stuff papaya have set out to fix, who knows maybe it long term thing?
