Cash Shop Restrictions, Why?[Open]

What is the reasoning of the cash shop restrictions? I don't understand the reasoning.

I know a player needs to be a certain lvl.
So if someone made and alt and bought goods but then could not pass them on to main because the alt does not have the required lvl 11 to trade....they would be very angry.
At least this stops that
