Im considering buying it and would like to know exactly how it works. 
It explains that 

"Increases the amount of EXP and Fame gained. The effect will be canceled when one of your job level 
reaches 30, or Fame reaches 20,000." 

but seems to lack clarity. I have a couple of questions. 
1. How much increased EXP/Fame gained? 
2. When I reach level adv20 trade30 battle20 and fame 15000, Can I still gain adv/battle EXP bonus and Fame bonus? I interpret both are negative, but Im not sure.

    Personally I’d say buy boosts. Then you know what you are getting and they work no matter your current fame or level.

    i find it ironic that the captain's hat is for new characters to help get going (up to a limited lvl) but yet you can't buy it from cash shop unless you are higher lvl's due to the buying restrictions. So buy the time you lvl up to get it, you practically won't need it anymore lol

    I found it increase both exp/fame by 200%. So it is mainly used for farming alts.
