Something fill off on the sus rate

So iv had my hc refined and back to max fav yet to get alchemy to get the +1 job to hc. But something fill off to me i have refined hc r15+2 with hc title collage skills1-2-3-4 sucs rate item imp . aide with 91 paymaster s rank management r 10 .. wile im not in a ship with a workshop yet because of my lack of battle lvs .im working on that but any ways.
It mite just be me but the sus rate and the amount added to atk/def fills off to me .Maybe its just the lack of being in a ship with workshop. but its seems to be a lot harder to make 100 def boots.
I use to make this stuff all the time and 100atk spears and to me it really fill like its been nurfed or something it dont fill the same to me .
Im shore once im in a workshop ship ill have a little higher sus rate but still seems like sus rate been nerfed or the adding of atk and def was nurfed.
Any one else fill like something been off wounder what other think .
