Equipment Storage Expansion tool

I purchased the equipment storage expansion tool through the Cash Shop, but I can't seem to understand how to use it.  I purchased quarters, and filled up all the added slots, but still don't see a way to expand the equipment storage slot.  When I am in my home port, at the bank and I try to "use item", the tool doesn't show up. What am I missing?

    If I remember correctly, you must use the item in your quarters. Once you use the item that you purchased from the item shop it turns into a tool that must be used in the quarters.
