Error B9999

I installed the game again in my PC but when i try open only appear that a error ocurred and it's code is B9999...

Obs: via Steam

    Please try uninstall/deleting all game files and nprotect game-guard files, then re-downloading it, and allowing access through firewall/Anti-virus. Also try with Administrator access for both programs. If that doesn't work try installing through this site and seeing if the results change.
