Please Help me looking into this Shipbuild Problem (important)

This is the ship Plan on uwo tool (NOTE: C1 is Improved Sky sail and D1 is Improved Sky Sail as well) used 2 Improved skysail in total from founder package it has  the stats +10~20 Vert +15~25 Hor +1~3 Turn

This the final ship that was build. Do the ship plan and final ship add up ?

Also in uwoTool try replacing the Ship Side Tank with a traverse rope and see what happens (compare the TR and WR). I need to know if these plan and ship build are the same.

My logic is even if the Ship Side tank mod failed completely shouldn't the TR be atleast 11 ?

    Remember improved skysails also have +turn which could have failed. Only the person who built it would know what really happened there.
