Requirements to sail Clermont?

I was trying to change my alt to the clermont (my aide already can sail one), but when I try I get a message that says "As you do not have enough knowledge regarding Steam Ships, you cannot use this Ship". anyone know what I need to do for my alt to be able to sail the clermont? thanks!

    Need steam quest.

    go to your nation's industrial port,factory and talk to steam engineer.then go to sy master in lubeck,back to  steam engineer,go to franklin in boston,back to  steam engineer again.at end of convo u can use the ship
