No speed in game

Hi
i have problem in game. I have new PC - so new best cpu, no amd. But he is doesn't work. I have no speed - i should have 140fps but now its maybe 30-40
i dont know what to do
its Windows 7
Please help

    Could you answer the following questions:

    - Which game mode do you usually play on?

    - How many players are in your games typically?

    - What are your WR settings? (Take a screenshot and post it here)
