Cannot get Port Permits of East Coast of Latin America

Im raising a Dutch alt and got permits of India. I just finished Imperial Quest for East Coast but couldnt get the permits. Something must be wrong. 

Ive confirmed that the attainment level does not reach the goal at the moment. This shoudnt be a problem because we were suppoed to have attained it once. OMG, it was wrong. I remembered it was done by Papaya's god hand. In early days, they manipulated server data to open the Latin America for all nations. Therefore, Dutch hasnt attained the goal for ECLA yet.

This is really unreasonable. It is almost impossible to earn 1000+ attainment pt by very limited number of players. Papaya, plz fix this immediately.

    Same here. Im playing as Dutch and had the same problem. 
    I heard from my friends that it doesnt happen to Spanish and Portuguese.

    seriously lol impossible tell this to all player thats have farm those imperial quest for more than 1 month

    I finally defected from Netherlands to Portugal and got permits of East Coast successfully. And then I also finished all permits to East Asia. I confirmed that attainment pt of Suez canal wasnt enough but it was no problem. So I believe this problem is unique to the ECLA and was brought by the tweak.

    It is indeed only a problem for ECLA permit. All other permits are fine. Still waiting for the response to this.

    I'm going through it now really don't want to defect but i'm getting sick of going back and forth for nothing. They need to fix what ever is causing this to happen.

    Does this notice mean the problem is fixed? I suspect the notice is the one that was given in October. I cannot check it because I dont have Dutch toons any more.

    This notice was added 2 or 3 days ago to the login screen. As to whether if it actually works or not, my company member who reported this problem seems to be taking a break or have quit, so it's difficult to find out.

    I can confirm that my alt Lazarus did get ECLA permit.
