Maritime Lv60 cap unlock quest NPC missing

Bug Report
The French Naval Officer in Marseille by the shipyard is not there. I am pretty sure lv56 battle is the only requirement and i am lv60 but he is never there. Been about a week. I check every once in a while. Thanks.

    he should be just south of the shipyard iirc,be sure you are looking in the right place
