Bilbao is never in IR. I am spanisch and need the engineer for Clermont quest

Can someone turn on IR in Bilbao ? Thank you.

    The quest is easy to get from the merchant mediator at Cape Town as long as you meet the requirements.

    As far as Bilbao, it is a development issue. You do not need it for the job itself.
