Land battle/tech help please :)

Since there are so many experienced land battle players and dungeon grinders here I would like to ask some advice please.
I’ve just started with land battle..first time ever and I’m doing dungeons.
On my weapon discipline screen it now showed that the red sword is level 2.
What does this mean? Is it just a level more powerful? Or does it mean that rank 2 techs are available? I think I only have rank 1 techs for now so is there a way for me to get higher rank techs.
Also I know things like meds, antidotes, eagle feathers are important.
But there is so many different types I never know which are the best or where I can buy them.
Any advice on that would also be greatly appreciated.
