  Naaaaaaaaaaaa it only takes you a rough 2.2~2.7 T to buy the helpy/mc3 set (including wep/belt/bracelet), then ~10k seeds for the earrings which would take hundreds of hours or 50-100$ish , add a few hundred B for wings mount and abyss ring, then add another hundreds of hours of farming mwr/mdn/perp ingredients or 100$ish to get them directly from dshop (3day infinite perp box, dragon souls, etc) then some 40$ for the costume, and then some 100~1000$ for a strong pet, with socket, make it perma, depends on your luck, oh and a few more bil for bright karon's fang.

  
  

  So, for the low price of ~3T, and 1000$+ if your luck is average you can have all that. So 97.8% is paypal to win only if you're willing to spend hundreds of hours to farm for those items that are farmable, which lets be honest, no one is, so Id say that its 100% paypal to win (I'm talking ofc both legally where you pay the 1000$ to papaya, and ilegally where you pay other players for those trilions you need in order to afford the gear)

  And I mean no one is willing with the game in its current state, to spend hundreds of hours into farming, simply because there's no fun involved(both during the process of farming and collecting the rewards once you're done). It's hard to find a party for mdq, if you try to farm seeds, and you started playing recently, well tough luck, u wont be able to get a hold of a good farming spot, not to mention finding party for sc is also hard. And even if somehow you manage to pull off everything I mentioned, and after hundreds and hundreds of hours, you get enough resources for 2x psd, perp and 3x mdn/ldn (or mwr) guess what, you will still get 1 skilled by mostly everyone that's still playing. So yeah.

  I'll just add something...

  As for pve earrings you can use Gold Dragon Earrings or Kracion/Battlefield earrings, and even Angry Red Dragon's earrings.

  As for pve wings, Gold Mechanic Wings are by far the best and then Cursed Wings. I don't know how Parca Wings related to pve...

  There is also DK pet (7% att, can be 15% with option and 6% gem) and two pve pets: Illias (7% Monster Resistance) and Porsch (9% Monster Resistance).  

  
  

  As for Wings of Victory..If you ignore the fact that GM Levante accidentally sent the prizes again and even so they were deleted, there were never 6 wings, there were 5 since the winning team had only 5 participants. AdrianMonk who had them has been banned a bit later after he renamed therefore Seguriper Wings are gone. Now there are 4 wings in game and their holders are ShadowAlokenLV(aloken),Luvi(cs),Krippin(Hunter) and vaMpe(Summy). 

  They are not binded.

  Parca wings are related to pve due to its massive 10k hp and hp recovery + it has the highest attack of those 3. Also, since the mob tolerance was limited to 75% that can be easily gained without the use of wings which give mob tolerance. (except in karon's transport ship, there you can use gold/cursed wings > parca. And no, 30% drop rate and/or exp are not arguments for those wings being better for pve, at least not for people lvl 150+ and for mid/high-end dungeons where the drop rate for any usefull item is so low that the extra 30% drop rate is insignificant.)
