Level Up Coupon Exchange Missing From Toma

Hey, so I started playing again with a friend and we both got the Level Up Armor and Level Up Coupons from the box you get when you make a new character. It says to exchange them at Toma but neither her nor Bora have an option to exchange it for Level Up Weapons. Did they change the person you exchange them at?
