No Scholar to talk to. Impossible quests at current development.

Bug Report
So, I am doing a new quest called
"Green Egg" from Alexandria going to Lima Peru.
The only problem is that I show up in Peru (development 49,000) 
and there is no scholar to talk to yet.
If you are going to keep scholars/archives out of play until development reaches a certain 
level, then you should also make the quests unavailable until the

    This is not a bug.
    Lima's development is too low.
    I am not talking about the development from investment, but from item submission.
    Check the City Official at Lima and there are 3 numbers for the town's development in commerce, culture and armaments.
    These 3 values need to be 20k or higher for scholar to show up in Lima.
