Introducing In-Game Chat Moderator(s)

I suggest that we have chat moderator(s) due to non-related topic being conducted in "All" and "Merchant" Chat Channel.

Up to this date, we still see WTB/WTS from time to time in "All" chat and non-trading topic being discussed in merchant chat channel that hinders the trade function. (Intentionally/unintentionally)
