Why I can't make ship Susan Constant?

I can't make ship Susan Constant in London or Boston. I have all conditions and particulars fulfilled. It doesn't appear to me for making despite of all another ships which I can make. 
Papaya people can you answer this question?  Maybe you forgot already in this game ships can be made too not only buy (win).

    On the list of patches for the other server it shows the Susan Constant is added in the 1st chapter of Order of the Prince, so it should be available for us this week.
