Gem Convert Where is It?

There is an announcement that the Gem that will be convert will be recieved before july 31 and its now 30 at almost 7pm but the Gem that is being converted is not yet recieve. Where is it now? When is the right time? Is is on 11:59 pm? Because its still july 30. Hoping to receive a reply GM's
