What is required to force deck on an NPC ship?

Figured I would ask this, since it seems to get your hands on the best recipe books for casting/sewing you've got to either pay exhorbitant amounts of money (I don't even see anyone selling them at all) or go plunder the books yourself.
But here's the thing...I'm mainly an adventurer. I can still take out stronger enemies through trap skill and other techs I have, but I can only use them if it's a deck battle.
So how can you force deck on an opponent? I know you have to be locked in a melee with the admiral of the enemy fleet, but then what? Does your crew have to outnumber your enemy's numbers and that's it? Or do you need crew

Or do you need superior crew numbers AS WELL AS higher attack and/or defense?
I searched but could not find a reliable source for this info.

"In order to force deck battle, you must succeed through the sailor obstruction of your opponent. The only way to do that is by having a better crew number than your opponent along with sufficient loyalty. A trader with 30 crew has less than 20 % chance to initiate deck battle vs a pirate that has 250+ sailors.
Whenever your current amount of sailors equals to your opponent roughly, chance is then approx. 50 % with decent crew and then when you've about twice or higher crew than your opponent it is close to 90 %.
This can deviate though as HelloAll stated regarding the deck barrier or assault deck shipskill. It is not easy to engage a pirate generally in deck battle and there are pirates that has decent land battle skill that even can outwin traders/adventurers. :x

This rule also applies for doing PvE and deck battle is very helpful for grinding battle, arms and obtaining techs. If you do it for plunder, then I would do what thee is saying.

Get a high crew ship.
Rank you melee skills to r15.
Rank plunder skill to r15 refined.
Buy a plunder EX weapon.
Get +plunder gear till you hit r25.
Get oxford skills rare item plunder, and the seize cargo oxford boosts.
Get aide with seize Caro and aide stats to 100
To boost rare item plunder pirate till you can use Cranio Espada title.
Then you will be ready to grab your book!
Or just buy it for 10m from someone.

If he is not willing to put in some decent effort then he should not be concerned with the price of buying the books from those that have put in a ton of time and effort.
I'd he wants to put in the effort, it can be a long journey.
