Cant Join any school

All schools of England are full!!! how long to wait--i wanna quickly finish school but cant even join them. Im traying to come back to game but see such thing for first time even when game was released!! can this be fixed?

    The school system had changed - there is onley one school now. Between Lisbon and Faro.
    You need do some quest to gain access - and port permits to get there.

    there's a sequence of people to talk to in your home country which give you the permits to reach the new school, once you have talked to them all you can take a liner at the port which takes you there.

    Voters voted down additional property taxes, so all schools were closed and merged into Sagres.
