Very High Attack Power

I see players with 200+ and 300+ Attack Power and was wondering how do you craft or get that?

I can see how to get High Defense Power by Buying or Crafting Good Armor but -

Confused because my best weapon for my Land Battle character is around a +60 

So I only get 60 Attack Power - and Highest Weapon Power I seen is the +90 and +100 Attack Weapons people sometimes sell.

And all the Casting Weapon Books I seen are for +20 and +30 Attack Weapons.
