Question for skill points for dragon knight

Can someone tell me in the "Inat" skill window, where it shows 2 sides, are you suppose to add points to both or does one automatic make the other same even at 1? I know with my seg, at one point the points didnt need to be added for one side until later both sides needed to make them both maxed.
