Procurement goods in inland zones

A lot, if not all, of the inland zones (i.e. Boyne Valley, Salisbury Plain etc.) have no procurement goods, which often makes it impossible to complete land region investigations without having the collection skill.

Adding some simple procurement goods to these zones would allow the procurement skill to be used in land region investigations as usual.
