Add Québec City in East North America

Add the city of Québec north of Boston in the bay that looks like the entrance of St. Lawrence river.
It could be settled as a French city (as it was originally).
It was the only completely garrison-walled city north of Mexico.
The city was officially established as a permanent settlement in 1608.
