Viana do Costelo needs to be at 84k development to unlock tomatoes. right now, it's just over 55k development.

Santo Domingo needs 70k development to unlock Bermuda Sloop.

Natal needs around 65k development to unlock Platinum.

    @LeonoraJoseph You better hope that the sea regions of the aforementioned towns/cities doesn't get flipped lawless. Or better yet if those sea regions DO get flipped safe, because if they're flipped lawless, than non-blue-flaggers probably might not or won't risk investing in those cities.  Go figure.  If the sea region that the city/town in question happens to be safe, then feel free to take the opportunity to invest there and repeatedly used RIBs.
