Need help with search in the city.

I just dump some cargo in the city and I noticed that I dumped more then I want to. I was trying to do the search in that spot but the search turns up nothing. I have search skill 6. Please explain how it is working.

    Search mechanics in uwo are weird. I vaguely remember the drop rules I think its...

    1. Once you drop an item it cant be found until 15mins later
    2. People under level 11 cannot search and find player items
    3. If you drop an item in yours or another person quarters its gone forever.
    4. Other people can also find your items with search
    5. Theres a bit of randomness in "where" a person dropped an item and where it can be found...meaning if you dropped an item in front of the bank  someone can find the same item near the dorms.

    Rule of thumb dont drop something and "expect" to find it again.
