Navel Officer missing in Marseille

What happened to the Navel Officer we need to talk to for the level cap removel, he is not by the shipyard.

    Firstly, you need battle lvl 56+ to see the NPC. Secondly, I believe that this NPC is tied to your nation's Caribbean port development. So check your nation's Caribbean port to see if the maritime lvl is 40k. If it's not, you may have to help deliver some items to raise the lvl to 40k.
